Bug description:
The Scrollbar component does not currently provide any visual feedback
when the user hovers or presses on the thumb or the steppers.
As a consequence, during the recent Scrollbar usertesting session,
users found pressing on the steppers challenging as they believed it
required moving the pointer exactly inside the stepper triangle
(arrows).
The new visual design iteration added hovered and pressed states for
both the steppers buttons (i.e. the clickable squares that include the
arrow) and the thumb.
