[Bug 1467007] [NEW] [Reboot] Changed the Saved Tab into a HeaderSection filter

Personally I feel that instead of having a dedicated "Saved tab" it
would better if it is changed into a header section [1] since it is
after all a special filter. My proposed design is,
In the "Shorts tab", having two header sections ["All", "Saved"]. As the
name suggests "All" shows all article while "Saved" shows the saved
articles.
