Creating RTM branches

Hi all,

You've probably all seen Colin Watson's e-mail on branching off for RTM [1].

This will affect core apps too. In practice, we will probably want to
create an RTM branch for all projects. We've not yet figured out the
details, but I wanted to send a heads up for everyone to be on the same
page.
