Sounds good to me. We should highlight the benefits of having a
structured policy. In particular, I think the Launchpad help pages are
very god in explaining this in an easy way.

And if they are not using automatic exports, we should point them to
them.

Also, some time ago Adi wrote a boilerplate e-mail for this situations
you might consider using as a basis.

I think either is fine. If this is going to become an important Ubuntu
project, perhaps you could just CC the UTC list, so everyone is aware of
the outcome.
