That's because some months ago we tightened the permissions on Ubuntu
translations. The idea was to improve quality and avoid unnecessary
changes to upstream translations by only allowing languages with a team
to translate Ubuntu.
There is currently no team in the Ubuntu Translators group appointed for
the Mongolian translation.
Starting a new translation team is very easy, as outlined below:

I'm including Dulmandakh as CC on the e-mail, as he's been interested in
setting up a Mongolian team in the past, and I know he's started some of
the steps already. Perhaps you want to get in touch with him and give
