Actually, not. It's not a matter of French translations not being
shipped I think.

Translations of the Ubuntu docs in French are still far from complete:

  1) On an empty desktop, go to "Help > Ubuntu Help" ("Aide > Aide Ubuntu" in french)
  2) The Ubuntu Desktop Guide shows up

  The text should be translated in french, but it is english.
