Xchat translations should be submitted via the Translation Project: http://translationproject.org/domain/xchat.html
Ubuntu packages only what is submitted there and released by the maintainer. As xchat releases are not so frequent, long delays are possible between submitting and releasing in Ubuntu.

  en_GB translations aren't showing in xchat

Status in Ubuntu Translations:
  New

Bug description:
  Translations for the en_GB locale were done mid oneiric cycle but
  these have not fallen into the oneiric or precise Ubuntu instances
  yet. Menus still display Dialog, rather than Dialogue and Color,
  rather than Colour.
