Bug description:
  language-pack-ja and language-pack-gnome-ja has been released as
  1:11.10+20111121/oneiric-updates, but corresponding language-pack-ja-
  base and language-pack-gnome-ja-base 1:11.10+20111025 are still in
  oneiric-proposed not oneiric-updates.

  It causes unmet dependencies, so users cannot update language-pack.
