[Bug 786632] Re: libubuntuone needs to be set up for translations in Ubuntu

* debian/rules: Call dh_translations to build a POT. Add dh-translations
build dependency. Thanks to Gabor Kelemen for the patch!

Upstream libubuntuone provides localizations:

However, this is not imported to Ubuntu. The packaging does not
include langpack.mk to generate a pot file at build time:
