Just as a note, the langpacks are not updated because the french
community didn't test any of the proposed updated since oneiric:
https://wiki.ubuntu.com/Translations/LanguagePackUpdatesQA

it seems like the french team could do a call for help testing those for
the next round, testing should be easy enough it's basically installing
the update, checking that things still look fine and update the wiki

Bug description:
  In USC, proprietary software who are free (as in"cost no money") are
  labeled "Libre" (free as in FOSS) in french.   This is confusing, in
  french Libre = FOSS and Gratuit=free (no money).
