I don't know anything about .ui files – but I just checked the .pot file inside …

… and there is no string like …

»Please enter the e-mail address associated with your Launchpad account
(if applicable) and click the Submit Results button to submit these test
results to Ubuntu Friendly.«

That might be the reason for it not be translatable in Launchpad.

Bug description:
  In the current checkbox for Ubuntu Precise (running in VirtualBox)
  there are some messages, that can't be translated – or at least I
  don't find them in the German translation template in Launchpad.

  The messages are
    »checkbox-qt-service«
  and
    »Show this message again«

  They appear in the same dialog, that opens if you unselect some test
  component. Please see the attached screenshot.

  Thanks in advance for fixing these untranslatables or pointing out
  where to find these strings, if they are translatable.
