[Bug 984942] [NEW] LO help appears partially untranslated

This may or may not be related to bug #957589.
When I open the LO help for any of the programs, the Index page comes up untranslated. If I click any of the topics it shows in the text or in the Navigation pane, those appear untranslated too.
The Find pane displays only English results too, for localized search strings it says "there is no such topic".
The topics on the Contents pane however appear translated.
