I can't reproduce this issue anymore with both of GUI and text installer
of Ubuntu/Kubuntu Precise. So probably now this bug is finally fixed.

Bug description:
  1. Kubuntu installation include download of additional language-packages after install completed. I think if Internet connection available installer must download and install language packages during installation, but text-mode installer not do this.
  2. Even language package is installed (from DVD or from Internet, if user use disktop-cd for installation), installed language not selected, and user must go to System configuration, and select system language by hands (just like in comment 10)
