Thanks for reporting this bug. Kubuntu 12.10 is no longer translatable
in Launchpad, thus no KDE language packs are shipped.

If you want to translate Kubuntu, I'd recommend translating it upstream
at the KDE project or talking to the Kubuntu developers for other
Kubuntu-specific bits, such as documentation.

Status in Ubuntu Translations:
  Invalid

Bug description:
  Hi, Northern Saami (Sami) language is missing the language-pack-kde-se
  & language-pack-kde-se-base packages in the Ubuntu 12.10 (Quantal
  Quetzal) repository. I suggest to restore these packages immediately.
  These are KDE and Kubuntu translations for the Northern Saami (Sami)
  language.
