[Bug 910689] Re: Translation updates not included

Bug description:
Early 2011 and even late 2010 translation updates (for Chinese (Hong
Kong), in particular) are not reflected in Ubuntu 10.04.3 images. The
updates can't be downloaded via update manager either. The 'status'
for the translation files are always 'failed'. If install using
English interface and download the 'Chinese (Traditional)' language
support (which includes the zh-hk lang support), the package files
dated 2010something.
