[Bug 1397592] [NEW] Translation packages are sometimes uninstalled during the update process, forcing the user to know how to fetch them manually

 

Public bug reported:

The update proccess sometimes uninstalls language packs (this recently
happened to 2 of us for firefox-gd and libreoffice-gd). The translations
are then gone permanently until the user goes into Language Support and
requests all missing language packs.

Default behaviour should be that language packs are always fetched. If
upstream coordination is too slow to have them ready, fetch them with
the next update rather than simply forcing English on the user.
