This bug was fixed in the package libgweather - 3.26.0-1ubuntu1

    - Try to make libgweather-common find the translations in Ubuntu's

Bug description:
  In Gnome Weather, part of it is not translated in french : cloudy,
  rain showers, etc. Should be : nuageux, pluie fine, etc.

  I guess it's a missing french localization. Fedora does not have that
  problem. In Gnome-Software, they have a section for languages, under
  the extensions section.
