Actually there already is a team for the purpose:

https://launchpad.net/~ubuntu-l10n-ps

But for some reason it has never been officially appointed for Pashto 
translation.

I suggest that we take these steps:

* You apply for membership in the team I just mentioned. Please also try 
to reach the team owner (ahmad javid mayar) via a private message to 
call his attention to your application.

* If your application is approved, please let me know. I will then 
appoint the team for Ubuntu translation into Pashto.

* If you don't hear anything from the team owner in due time (say two 
weeks), please get back to me, and I will ask for help from the admin 
folks to resolve the situation.
