[Bug 2083748] [NEW] Display names for keyboard keys in GTK4 apps are not translated

The display names for the keyboard keys aren't translated in GTK4 apps.
"Ctrl" should become "Strg" in German. However the translations for
older applications including the display names for the keyboard keys
with GTK version <4 are correct. In the apps like the gnome text editor
and its hamburger menu, the menu strings are translated correctly, but
not the display names for the keyboard keys. That means "Ctrl" does not
become "Strg" and "Shift" does not become "Umschalt".
