ReLoCo leads are "Council" members. Everyone ( including contact ) has
an *equal* say with team matters ( votes, etc )

It's a LoCo Team thing ( globally ). Every team needs a contact to the
LoCo Council -- https://wiki.ubuntu.com/LoCoTeamContacts

It's the person who talks with Canonical and the LoCo Council about
the team. It's the "face" of the team to the wider community.

With some teams, they are the bdfl. I hate taking the title of bdfl,
so I tried to place other people in charge, so that when ( and if )
issues arise, they would be there to ensure I was not being heavy
handed or anything like that.

We need a "contact". We could always make a pseudo-person the contact,
and his email be the ubuntu-us-ohio-buckeyes@xxxxxxxxxxxxxxxxxxx
