With the new design dialog the ContentPicker used for file uploads
appears to get the wrong height when set to fill its parent, resulting
in an area the size of the header being left empty at the bottom of the
dialog

Steps to reproduce

1. Open gmail in the webbrowser or webapp

2. Compose an email

3. Attach a file

The other dialogs showing ContentPeerPickers don't have this problem, so
the share and download dialogs display correctly, it's only the dialog
created as a file picker.
