[Bug 1406007] [NEW] Failure of Monocle JS stencil code on recent images

First off, apologies for the vagueness of this bug.  I realize it is
probably not actionable right now.  I'm writing this more to provide a
record in case we come up with more information in the future.

In the epub reader Beru, we use the Monocle Javascript library to
display the book.  Most touches will trigger page turns, but we want the
user to be able to touch hyperlinks to follow them.  Monocle provides a
"stencil" control that ensures touches within a hyperlink don't trigger
page turns.  You can find a demonstration here:

I've gotten reports from one user that this stencil does not work on
recent Ubuntu Touch images.  Instead of following the hyperlink, touches
just trigger a page turn.  You can read the full bug report
(https://github.com/rschroll/beru/issues/75), but the quick summary is
that the user is using a Nexus 10 Tablet.  On Vivid v15 and RTM v14, the
problem exists.  On Utopic v203, it does not.  I have been unable to
reproduce this on an emulator, and a third user has been unable to
reproduce this on a Nexus 7.
