[Browser] Swiping through tabs

Bug description:
There should be swiping through opened tabs like in Scopes. The
current way is a little bit circuitous.
Edit:
Swiping < left or > right opens another tab
Swiping the complete page down refreshes the page/content (like in Dekko)

UX Comment:
Swiping between browser tabs is likely to cause issues; Items within
tabs that allow swipes would no longer work, strong possibility of
confusion between tab swiping and short right-edge swiping to switch
between Apps, etc.
Your second suggestion (over-scrolling to refresh) is actually
something we are already looking into. Thanks!
