[Bug 1624346] [NEW] Changes to WebView::zoomFactor aren't notified during navigation

Public bug reported:

If a WebView is navigated, the zoom factor changes to the last zoom
factor specified for the new host. However, WebView::zoomFactorChanged
isn't emitted in this case. I noticed this when trying to document this
interface.
