[Bug 378252] [NEW] Keyboard options are reset when plugging/unplugging keyboard

Binary package hint: xserver-xorg-input-all
I have set up some options in Gnome's Keyboard settings -> Layout
options, i.e. Ctrl key position and layout switching keys. Whenever I
plug or unplug a keyboard, these settings get lost. In the control panel
they are still checked, but the settings are not activated. Checking and
unchecking the box makes it work again.
This happens every time, and for any connection events, i.e. unplugging
USB sleeping, adding bluetooth keyboard etc.
I would expect 1) my settings to stay activated 2) the new settings to
be applied to the new keyboard 3) the checkbox in control center reflect
the actual state of the settings.
