When I disconnect the AC power from my HP Mini netbook the screen dims.
I find this annoying so I have changed settings in System > Preferences
> Power Management but no matter what I do the screen will always dim
when AC power is removed.  This was also the case back when I was
running Intrepid.

My Power Management settings are...

On Battery Power

Actions
Put computer to sleep when inactive for : Never
When laptop lid is closed : Suspend
When battery power is critically low : Hibernate
Spin down hard disks when possible : checked

Display
Put display to sleep when inactive for : 10 minutes
Reduce backlight brightness : UNCHECKED
