[Bug 729944] [NEW] Flickering backlight on Thinkpad T400

My LED backlight flickers on a setting below 8 (min 0, max 15). On the
lowest setting, this is rather extreme from really off to maybe the
equivalent of ~3 to 4 within the fraction of a second. (I don't think
this is healthy for the display, especially on a non-LED based
backlight) The value of cat
/sys/class/backlight/acpi_video0/actual_brightness stays constant. As it
is so rapid and only visible in low-light conditions, it is impossible
for me to capture a video of it. Brightness level of 1 and above shows
less flickering, but still noticeable.

Another thing that might be related: Since about two weeks, the
brightness control via Fn+Brightness up/down changes the setting in
steps of 3, while it can be increased and decreased via cat or the KDE
battery monitor in single steps right now. Before that, step size via Fn
keys was also 1. A few days ago, I wasn't able to set the maximum level
(even with the control applet), but instead needed to reboot.
