[Bug 795989] [NEW] system menu

Public bug reported:

Binary package hint: xorg

The system menu does not display while in the normal gnome environment.
I am able to use the 2d version of unity, and was able to access the
Main Menu program. the two sub menu's, prefferences, and
administration, is still available, and known, however, the system menu
itself is no longer there, instead the two subs appear as regular
folders, under another main menu called display that is also appearing
as a folder, and not as a typical menu. the 2d version is the only
environment that I can run system programs at correctly, as the only
option to run programs that I can't find under the Applications menu is
by the run command, and it does not list all the programs, nor does it
run some correctly, mainly synaptic.
