[Bug 853776] [NEW] can't scroll in some windows

When I select "startup apps" from system/preferences, and I go to /usr/bin, I need to scroll down. there's a scroll pointer that's very narrow and orange. When I touch it with my mouse pointer, a bigger scroll handle is displayed next to it. However, when I move there with my mouse pointer, it disappears before I can grab it. I can't scroll with my mouse. 
This started after I updated to natty. I use "ubuntu classic". 

This scroll thing is annoying anyway, because more often than not, I
have to move my mouse pointer around the scroll thing in order to
scroll. Also, very often when I want to resize a window, the scroll
thing shows up, hiding the resize edge.
