[Bug 865695] [NEW] Screen goes dim after 2 seconds and then goes to standby after 10 mins

Public bug reported:

Have tried changing "Screen" All Settings in order to disable turn off
and lock features. Never changes no matter what setting I use. Power
setting "Suspend when inactive" and "When power is critically low"
settings don't change anything. Using every setting, and every
combination, the screen goes into standby black screen after at least 10
minutes. With some settings, it starts going dim after 1 second..almost
immediately. If I change Screen settings to One hour, On and One
hour....the screen won't dim, but it will still go into standby long
before one hour. Just downloaded update this morning that looked like it
would fix these issues. Rebooted....still doing same thing as last
night. Dimming....going into standby. No change after update.
