[Bug 886974] [NEW] Control shift not working after setxkbmap ctrl:nocaps

Public bug reported:

Control (capslock)-shift+tab does not register after turning capslock
into a control key via setxkbmap -option "ctrl:nocaps". This only
happens under an xubuntu oneiric install (it doesn't occur on another
computer under a xubuntu session where I have unity also installed -- so
it may be a specific package causing the problem).

This bug occurs reliably; I can create an empty new account and the bug
persists.

This is a show stopper given that the bug prevents doing control-shift-
tab in Firefox, etc.
