[Bug 892770] [NEW] tv-out on s-video port is broken on ubuntu 11.10

It is not possible to get any signal on the s-video port on Ubuntu
11.10. My system is a Dell Latitude D830 with an Intel GM965 graphic
controller.

The s-video port is detected an listed on xrandr. The refresh rate given
with 30hz, but is seems to bee wrong. On the tv-screen a get no picture.

Screen 0: minimum 320 x 200, current 1680 x 1050, maximum 8192 x 8192
