[Bug 898001] [NEW] Screen Malformed After Connecting External Monitor

Public bug reported:

##### This is a test entry. Please do not consider this a bug if entry
goes live. ######

Ubuntu 11.10 (Updated as of 11/29/11)

Linux 45rpm 3.0.0-12-generic #20-Ubuntu SMP Fri Oct 7 14:50:42 UTC 2011
i686 i686 i386 GNU/Linux

xorg:
  Installed: 1:7.6+7ubuntu7
  Candidate: 1:7.6+7ubuntu7
  Version table:
 *** 1:7.6+7ubuntu7 0
        500 http://us.archive.ubuntu.com/ubuntu/ oneiric/main i386 Packages
        100 /var/lib/dpkg/status

Expected Result: Proper display of monitor, 2nd desktop

When a user connects a monitor to this machine's external VGA port
(Ubuntu 11.10 32bit / currently up to date / Lenovo IBM Thinkpad T60) -
The output result in the screenshot attached. The video card module is
loaded and is reflected in lsmod and The resolution was toggled to all
settings and each is still Malformed and doesn't display properly.
Nothing unusual in dmesg regarding Xorg or any ATI modules running.
Uncabled, Recabled and still the same result. Tried an alternate
monitor, still same result. I ran ubuntu-bug against xorg to find
further answers, attached is the debug output log for that also. I will
continue to test this on my own and post any updates and resolution to
this issue if found.
