[Bug 429153] [NEW] modaliases package is free/trivial, but shipped in restricted

I've noticed, as a result of the vrms meme on Planet Ubuntu, that many
modaliases packages, used to simplify the installation of restricted
drivers, are placed in the restricted section. These packages contain
only the minimal data used to detect whether there is hardware present
which is supported by the drivers, which is unrestricted. The fact that
these packages are in restricted produces false positives when using
tools like vrms.
The overrides seem to be correct, except for nvidia-71-modaliases, so
the Packages file shows these packages in main. However, vrms uses the
Section information in the dpkg status file, which is set by the source
package.
