Public bug reported:

Recently there was an upload of fglrx-installer that enabled execstack
(2:8.660-0ubuntu3).  After this upgrade, X was not usable.  It was way
too slow.

Downgrading to 2:8.660-0ubuntu2 makes the system usable again.
