[Bug 478746] [NEW] shift does not work after upgrade

Public bug reported:

keybord layout (gconf global keymapping)
When I upgraded to 9.10. Besides somewhat SLOWER BOOTUP I haven't noticed any problems. There is one more to mention.
The shift key did not work, I could not use the upper register of my keyboard.
It is rather a nuisance, since I could find some Ubuntu forum suggested to go to gconf-editor to turn off a dead key "F19". It was easy for me... What about a newbie? It could be very annoying for a new "convert" from the "Windy World"
Can we take care fo this?
Thanks in advance
