The control key mapping appears to always match the first keyboard
layout listed in the prefs, regardless of what layout is current (or the
default).  This drives a user of vi bonkers. :-) To reproduce:

main panel, add to panel, keyboard indicator
system|pref|keyboard|layouts|add
by country, country=united states, variant=usa dvorak, add
select usa dvorak as the default, close
fire up a new gnome-terminal; keyboard indicator correctly indicates USA2
PROBLEM 1: normal keys are dvorak, but control keys are qwerty

exit terminal
system|pref|keyboard|layouts
select USA, remove
add, by country, country=united states, variant=usa, add|close
fire up a new gnome-terminal, and happily note both normal & control keys are dvorak
click on the keyboard indicator to toggle it to the other layout
PROBLEM 2: normal keys are qwerty, but control keys are dvorak

I see the problem on my eee1000 as well as my dell530.
