[Bug 486486] [NEW] OpenGL broken for amd64 (packaging problem)

There seems to be a packaging bug in Catalyst that bites Ubuntu 9.10.
I previously added comments to bug 464525, but ATI's Felix Kuehling
thinks that's actually a separate bug. I also reported this to ATI
already: http://ati.cchtml.com/show_bug.cgi?id=1695, where Felix got me
to try the --install method of installing the drivers, which worked.

So I'm filing this new bug; I hope the tags I selected are ok.
On an AMD64 Karmic system, fglrx installs and works fine (2D desktop, and Xv), but OpenGL doesn't work:

32bit processes have no problem, e.g. nexuiz-linux-686-glx runs just
fine. But any 64bit process won't find any usable Visuals, and fail.
Installing Catalyst 9.11 with sudo ati-driver-
installer-9-11-x86.x86_64.run --install produces a fully working setup.
64bit processes work just as well as 32bit. The packages built by ati-
driver-installer-9-11-x86.x86_64.run --buildpkg Ubuntu/karmic have the
amd64 problem, the same as Catalyst 9.10, and the fglrx-installer
2:8.660-0ubuntu4 packages shipped in Ubuntu 9.10.
So, Ubuntu's currently-shipping fglrx is broken on AMD64, except for
running i386 programs (including wine, BTW).
