Please sync libpciaccess 0.10.9-1 (main) from Debian testing (main)

Explanation of the Ubuntu delta and why it can be dropped:

Our delta was a workaround for bug #402178 that we now fixed in libz
itself.

Changelog entries since current lucid version 0.10.6-2ubuntu1:

libpciaccess (0.10.9-1) unstable; urgency=low

  * New upstream release.
  * Refresh pciaccess-hurd-hack.diff.
  * Update shlibs and symbols file.
