I believe the cause is line 309 in nvidia-graphics-
drivers-180-185.18.36/debian/rules; it contains line-continuation which
effectively extends the comment that began on line 301 to also comment-
out the generation of a symlink for libnvidia-cfg.so.1.

Although I notice that that line refers to a 32-bit version of the
library, while my installed version (/usr/lib/nvidia/libnvidia-
cfg.so.185.18.36) is a 64-bit according to the `file` utility...
