[Bug 109934] Re: Black and white S-video output only on PAL TVs with intel video driver
Hello I don't know if anyone still interested in this bug, but
apparently xrandr changes NTSC to PAL correctly, you just need to
execute:
xrandr --output "TV1" --set "mode" "PAL".
(change 'TV1' for your xrandr device name)
