[Bug 533698] [NEW] Panel icon overpopulated result in unmovable and faulty panel/icon.

Binary package hint: xorg
I have an extra side panel on the right with panel size of 56 pixels and
currently in the panel, i have 21 icons, one was moved away to prevent
it from malfunctioning. So now it have 20 icons in the panel. When i
remove one of the icon and i try to put it back this will appear. See
screenshot attached.
