Public bug reported:

I created a pristine lucid pbuilder chroot and tried to install fglrx-
kernel-source. The package does not install because fglrx-kernel-source
depends on fglrx, and fglrx conflicts with fglrx-kernel-source.

root@daphne:~# apt-get install fglrx-kernel-source
Reading package lists... Done
Building dependency tree       
Reading state information... Done
Some packages could not be installed. This may mean that you have
requested an impossible situation or if you are using the unstable
distribution that some required packages have not yet been created
