[Bug 580327] [NEW] Wrong keyboard layout is set after login

Binary package hint: xserver-xorg-input-evdev
I have "us" layout set as default in the /etc/default/console-setup, so
in the gdm USA layout is active.
However, for my user I want to have two layouts, "USA Dvorak" and "RU".
The problem is that after login I have three layouts, "USA Dvorak", "RU"
and "USA".
Steps to reproduce:
1) Configure two layouts via the applet (or set gconf /desktop/gnome/peripherals/keyboard/kbd/layouts manually to "[us dvorak, ru]").
2) Restart gnome-settings-daemon
3) Now you have three layouts in applet (and in gconf /desktop/gnome/peripherals/keyboard/kbd/layouts)
What I expect is that option from the gconf is never overwritten without
my permission and always takes precedence over default settings.
That maybe similar to #460328, but I am not sure.
I have latest Ubuntu Lucid (10.04).
