Public bug reported:

I had previously attempted to uninstall the package in order to install
the latest one from ATI (to get screen brightnes controls working on a
vaio laptop).  The uninstall failed so I installed the new one "On top
of" the old one.  This worked in regaining the lost controls but the
next "upgrade" resulted in a failed attempt to update the fglrx, left
the machine in low graphics mode so a reinstall of the latest one from
ATI was needed.
