I'm not an Ubuntu package maintainer but a backport to Lucid is probably
unlikely as it would fall outside the definition of an SRU.  You can

You will probably need to keep using the PPA you mentioned in comment
15.  The new radeon driver is already in Ubuntu 10.10 "Maverick Meerkat"
alpha 3 if you want to test the live CD.
