Users need to connect through the server to the Internet in order to play online games.

You are still having a problem:

Yes, I need the users to connect with user name and password to the
server, which then assign an IP address to each user from a pool of IPs
that I purchased. Users connect through the server to the Internet.

When u say: ''You can run VPN endpoint software'' does it mean I need to
install an additional software on top of the Ubuntu 8.10 that comes with
the dedicated server?

You seem to be a specialist for the matter. I would like to ask you to
do the set up on my server if possible. I can pay you for the work done.

Pls let me know as ideally I need to have it set up on Wednesday.

Do you want the Ubuntu system to act as a VPN endpoint for the clients
to connect to, or just to allow clients o connect through the system to
some VPN endpoint (system acting like a router)? You can run VPN
endpoint software on Ubuntu and allow users to connect with userame and
password or even security key files.

You don't really need much to access the server, you can use SSH and
interface that way. It is very uncommon for a server to run a gui (for
security as well as reduce resources used) so SSH and web interfaces are
extremely common. This is why the server edition of Ubuntu does not come
with an X server and simply boots to a command line interface.
