Unless you are certain you still want ruby pinned to the release you
have it pinned to it.  You can simply delete your preference file (sudo
rm /etc/apt/preferences).  If you do want it pinned, try removing all
the lines with numbers in front of them from the /etc/apt/preferences
file.
