I think it's not so easy.
Think of someone with not Latin native alphabet. Imagine he has not so big experience with computer. Now he accepts the proposed during installation nonLatin layout of keyboard and doesn't now even how to switch between his native and the latin layout. If the system begin with his nonlatin switch of layout he is handless (keyboardless) now and stuck forever (if hasn't access to an advice). Now he decides to reinstall. He accepts the proposed nonlatin layout... and so on till he things "f..k all Ubuntu";-)
And what if he experience another keyboard/layout problems? There are hundreds keyboard models in the world, I think. So the safest choice is TO START with the most universal en-USA and than to tune the behavior of keyboard at your own taste.
