If you reopen Firefox and start the download again, saving to the same
location as before, does it pick up where it left off or start you over?

You may want to try downloading the CD image using a Bit Torrent client
(such as http://www.utorrent.com/), if you are having trouble with
downloading from the site. The torrent files can be found here:
http://www.ubuntu.com/getubuntu/downloadmirrors#bt
